Ministry of Digital Transformation of Ukraine to develop infrastructure for AI integration in public services – working on AI Factory
The Ministry of Digital Transformation of Ukraine is launching the AI Factory (Sovereign Artificial Intelligence Factory) project, which will establish a robust national infrastructure for deploying state AI services.
“Soon, the state will have a modern digital infrastructure for creating AI products. This will enable faster processing of requests in state AI services, and crucially, our data will remain in Ukraine. Our own infrastructure is the foundation of Ukraine’s AI sovereignty, allowing us to freely launch secure AI products for citizens, the Armed Forces, and the public sector,” said First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov.
The AI Factory infrastructure will support key state AI services developed by the WINWIN AI Center of Excellence under the Ministry. The first priority is an AI assistant for the Diia platform. It will also be used for an AI tutor in the Mriia platform and, later, for projects in defence, healthcare, and scientific research.
“The AI Factory will operate like a true factory for launching AI products. Everything happens within the country, ensuring technological independence and full control over data. This keeps critically important information secure,” said Danylo Tsvok, Chief AI Officer of the Ministry and CEO of the WINWIN AI Center of Excellence.
What the AI Factory includes:
- Technological equipment: computing clusters (GPUs), server rooms with water cooling, data storage, etc.
- Software: environments for training and deploying models, interfaces for data preparation, monitoring, and automation.
- Data: integration with registries, tools for data cleaning, annotation, and transfer.
- Training programmes: for technical specialists who will develop and implement AI products for the state and defence.
With its own infrastructure, all data processed by national AI services will be handled in Ukraine within sovereign data centres. This infrastructure will also enhance the cyber-resilience of Ukrainian systems. The state will be able to launch new AI products more quickly and easily while independently managing data centre workloads.
