The WINWIN Summit, a major event dedicated to the development of innovation in Ukraine, took place recently. What made this event memorable?

According to First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov, Ukraine is currently transitioning from a Digital State to an Agentic State — a state where AI helps make decisions, automates processes, and creates a new level of interaction with citizens.

“We presented the first results of the WINWIN 2030 Digital Innovation Development Strategy: we are strengthening technological potential, developing infrastructure, integrating Ukraine into the global innovation space, and opening the way for investment in technology. An innovative economy is Ukraine’s path to the top 30 in terms of GDP per capita,” Fyodorov wrote.

According to him, global leaders joined the summit — OpenAI, Mistral AI, Microsoft, Cisco, ElevenLabs, NVIDIA, other technology leaders, experts, scientists, entrepreneurs, and innovative start-ups. Ukraine is in the spotlight of technology leaders because, despite the war, it is already forming its own AI ecosystem.

In February, the WINWIN AI Centre of Excellence was launched, and now:

A large language model (LLM) is being developed in collaboration with Kyivstar.

AI Factory, the first state AI infrastructure in Ukraine, is being created.

Dія.АІ, the world’s first national AI assistant providing public services, was presented;

partnerships with NVIDIA and ElevenLabs are beginning, and cooperation with Google is developing — their AI innovations are being integrated into Dія, Мрія, Dія.Освіта and other projects

‘We have already launched a project office and brought together professionals who share our vision. At the WINWIN Summit, we presented drafts of Ukraine’s AI strategy and semiconductor industry development strategy, as well as the AUV development strategy,’ said the Minister of Digital Transformation.

He emphasised that MedTech Sandbox, which will be launched soon, and partnership agreements with key global technology leaders were also announced. One of the first projects is in collaboration with the Ministry of Health, Feofaniya, and GutSee Health. For the first time in Eastern Europe, AI-controlled phage therapy technology is being tested to treat antibiotic-resistant infections.

The WINWIN Summit 2025 confirmed that Ukraine is the best place to create, launch and scale world-class technologies.
